Garment Quality Control: AQL Inspection Explained

Quality control is the difference between a successful product launch and a costly return rate. This guide explains the AQL inspection standard used in professional apparel manufacturing, the three-stage QC process, common defect categories, and how to read and act on a QC report.

Quality control is the most critical risk management tool available to brands sourcing from overseas factories. A systematic QC process prevents defective garments from reaching your customers, protects your brand reputation, and creates accountability in your manufacturing relationship. Yet many brands — particularly those placing their first overseas orders — do not fully understand how professional garment inspection works or what standards to demand from their factory.

This guide explains the AQL inspection standard, the three-stage QC process used by professional OEM factories, common defect categories, and how to interpret a QC report.

Why QC Matters in Apparel Manufacturing

The consequences of inadequate quality control compound quickly. A 3% defect rate on a 1,000-piece order means 30 defective garments reaching your customers. Each defective item generates a return, a customer service interaction, and potential negative reviews. For DTC brands, return rates above 5% can make a product unprofitable even at healthy gross margins.

Beyond individual defects, inconsistent quality across a production run — variations in color, sizing, or construction — erodes brand trust and complicates inventory management. Professional QC processes address both individual defects and production consistency.

AQL (Acceptable Quality Limit) Explained

AQL, or Acceptable Quality Limit, is the international standard for statistical sampling inspection of manufactured goods. In apparel, AQL 2.5 is the most widely used standard — it means that the maximum acceptable percentage of defective units in a lot is 2.5%.

The AQL system works by inspecting a statistically determined sample of units from the total production lot, rather than inspecting every piece. The sample size and acceptance/rejection thresholds are defined in the MIL-STD-1916 and ISO 2859-1 standards. For AQL 2.5 at General Inspection Level II (the standard for most garment orders):

For a lot of 1,000 pieces, 80 garments are inspected. If 5 or fewer defects are found, the lot passes. If 6 or more defects are found, the lot fails and requires 100% inspection or rework.

Three Inspection Stages

Stage 1: Raw Material Inspection

Before cutting begins, fabric and trimmings are inspected for defects. Fabric inspection checks for weaving defects, color consistency, GSM, width, and shrinkage. Trimmings inspection covers buttons, zippers, labels, and interlining. Catching fabric defects before cutting prevents wasted production time and material.

Stage 2: In-Line Inspection (During Sewing)

In-line inspection occurs during the sewing process, typically at key production milestones: after cutting, after assembly of major components, and at the end of the sewing line. The goal is to identify and correct systematic defects — such as incorrect stitch tension, misaligned seams, or incorrect measurements — before they affect the entire production run. A defect caught in-line costs a fraction of what it costs to rework finished garments.

Stage 3: Final Pre-Shipment Inspection (PSI)

Final inspection occurs after 100% of the order is complete and packed, before shipment. This is the most comprehensive inspection stage and the one most relevant to brands. The inspector randomly selects garments from packed cartons (not pre-selected by the factory), inspects them against the approved PP sample and tech pack specifications, and issues a pass or fail result.

Common Defect Categories

Garment defects are classified into three severity levels, each with different acceptance thresholds:

Critical defects result in automatic lot rejection regardless of quantity. Major defects are evaluated against the AQL 2.5 standard. Minor defects are evaluated against AQL 4.0, meaning a higher defect rate is acceptable.

Third-Party Inspection vs. In-House QC

Brands have two options for final inspection: relying on the factory's in-house QC team, or hiring an independent third-party inspection company.

In-house QC is faster and less expensive but carries an inherent conflict of interest — the factory's QC team reports to factory management, which has a financial incentive to pass orders. For established factory relationships with a strong track record, in-house QC may be sufficient. For new factory relationships or high-value orders, third-party inspection provides an independent verification that is worth the additional cost (typically $200–400 per inspection day).

Major third-party inspection companies operating in China include Bureau Veritas, SGS, Intertek, and QIMA. Most offer online booking and 24-hour turnaround on inspection reports.

How to Read a QC Report

A professional QC report should include the following sections:

  • Order information: Factory name, order number, product description, inspection date
  • Quantity verification: Carton count, pieces per carton, total quantity inspected
  • Measurement check: Actual measurements vs. spec, with deviation noted
  • Workmanship inspection: List of defects found, classified as critical/major/minor, with photos
  • AQL result: Number of defects found vs. acceptance number, pass/fail result
  • Packing and labeling check: Verification of care labels, size labels, country of origin, and packaging
  • Overall result: Pass, Fail, or Pending (requires brand decision)

What to Do When Defects Exceed AQL

When a lot fails inspection, you have three options:

  1. 100% inspection and rework: The factory inspects every piece and repairs or replaces defective garments. This adds 3–7 days to the delivery timeline but ensures the shipment meets your quality standard.
  2. Accept with price concession: For minor defects that do not affect functionality, negotiate a price reduction to compensate for the quality shortfall. Document the agreement in writing.
  3. Reject the shipment: For critical or widespread major defects, rejection may be necessary. This is a last resort — it triggers a dispute process and significant delays. Prevent this outcome by maintaining active communication with the factory throughout production.

Pre-Shipment Inspection Checklist

When arranging a pre-shipment inspection, provide the inspector with:

  • Approved PP sample (physical or photos)
  • Tech pack with measurement chart
  • AQL level and inspection criteria
  • Specific defect concerns based on previous orders
  • Packing and labeling specifications
